Ching-Yi Chen
Safety Engineer,
TRL
Ching-Yi is a Safety Engineer in Automated Vehicle (AV) safety validation, regulatory data specification, and incident investigation. She works at TRL’s Smart Mobility Living Lab, a public road testbed, in the United Kingdom, supporting real-world ADS validation, V2X infrastructure operation, and vehicle safety performance assessment.
Ching-Yi led the development of a minimum time-series Data Storage System for Automated Driving (DSSAD) dataset under a UK Department for Transport project supporting the UNECE EDR/DSSAD Informal Working Group. Her work focused on defining safety-critical data elements to enable post-incident reconstruction, compliance monitoring, and regulatory accountability under emerging automated vehicle legislation. She specialises in translating regulatory requirements into quantifiable metrics, including time-to-collision, minimum risk manoeuvre triggers, and traffic rule compliance indicators.
Her expertise spans collision case reconstruction using CCTV, scenario extraction, and statistical modelling of driving behaviour. Ching-Yi is actively involved in SAE and BSI automated driving standards committees and regularly speaks on traffic rule compliance and data-driven safety assurance for ADS.
